Bush's speech to the NED, abridged
And let's recall, too, what this agency euphemistically called the "National Endowment For Democracy" really is. This agency (for which Bush doubled the funding) basically came into being as a surrogate for the CIA, after Congress deemed it uncouth to interfere covertly in the elections and political processes of other countries. I guess as long as we do it overtly, no one cares.
